Vintage Antique Hay Trolly forks, Pioneer Farm equip, Loose Hay Storage tool

This is a set of Vintage Antique Hay trolley forks. The forks are fine, but the middle catch-release mechanism is frozen up. I have the feeling that somebody who knows how this thing works could have more success with it than me. Forks are not bent or repaired.
