The last photo shows a similar device in actual use, it is used to support cable as they are installing new cables. I buffed this & sealed it with a clear coat.

Makers Marks "PY 750" "Patent 2930401" "1/4". The wheel does not turn & I don't think it was ever intended to, it is bolted firmly in place. The iron ring at the top can be swiveled 360 degrees, it is the only moving part. It is solid cast metalaluminum?? A few parts are steel.
