This is an RARE old Herschel Mfg. All wheels turn, and all other moving parts pivot like they should. This big boy is 15 wide, stands 12 tall, and weighs in at 21 pounds. It does have an old chip on the lip of a bottom wheel. Nice original tag from the Herschel Mfg.
