This is an old cast iron Ney MF'G. Pulley from a Ney hay trolley, made in Canton Ohio. It is about 13" top to bottom, wooden wheel is about 4 & 1/4" diameter 1 & 1/2 wide, pulley body has part number 403B, clevis has part number 1403.
