I believe this was part of a high power electric power line.. Or used to service the power line. I cleaned it in an acid bath. Makers Marks "PY 750" "Patent 2930401" "1/4". The wheel does not turn & I don't think it was ever intended to, it is bolted firmly in place. The iron ring at the top can be swiveled 360 degrees, it is the only moving part. It is solid cast metalaluminum?? A few parts are steel(rust colored). Great for any collection to display or make something with it!
